Also worth having a look at a hacky little tool I wrote called Lionel, for converting CSV to RDF. The target audience is PHP developers. If you can explain to them the concept of a graph based on triples, they can specify the transformation in PHP code, adding whatever user-defined functions they want. It even generates an RDFS vocab for you based on your transformation template.

At the same time as I was typing this, Linked Data from the Spanish National Library was announced, using the Marimba tool for converting MARC to RDF.

Hi there!

I would add COEUS, a Semantic Web Application Framework to the list! It translates (almost) existing data into a triplestore and makes it available through REST APIs, SPARQL and LinkedData without a fuss!
